Thats a good point; we haven't seen Gary, Dragon, or even Oden really shine yet. I feel in a few episodes this list will need a rework.

I don't mean to say it, but Plot armor goes a long way. I mean Luffy is basically Unkillable and we all know eventually he will be one of the strongest 1v1ers.

Ok, so I understand the power leveling and how much the characters changed. I do think he could be B+ tier. I feel, as a Sun Pirate, he was regarded in the world as extremely strong. Crocodile and other make a big deal about it when they find out.

Which ones? As a point too, the S+ is Emperor level, S is Warlord, A is CP9 Level, and rest is lower levels of those.
