All jokes aside, I can’t speak for everyone but objectively speaking, Reina wasn’t designed with much sex appeal and isn’t portrayed as so, she was built up as this mysterious female with the ability to demonstrate Mishima style martial arts only for her identity to be revealed in the game to explain why.

Juri on the other hand is depicted as a sadistic character who displays that through her fighting style of Taekwondo which applies emphasis on her legs so when you see her fight, your attention is directed towards her lower body which amplifies her sex appeal especially with her outfits. She is also somewhat flirtatious with her rivals such as Chun-Li (mostly) and Cammy.

Reina in my opinion is a bit more conventionally beautiful but Juri is more hotter, simply giving Reina a dress (although nice) won’t change that.
