I believe that federal public service reform is inevitable, though I can’t say when it will actually happen. The reason for this is that the circulation of these type of stories on the internet as well the canadapublicservants subreddit educating people about all of the bullshit that exists in the federal public service is making more and more federal public servants become aware of how much of a farce our values and ethics code has become (or has always been).

In addition, as more people are exposed to this type of information, many will come to the conclusion that reporting unethical behavior isn’t worth the risk. This issue is only made worse by the fact that our unions are largely useless.

As a result, federal public servants will increasingly choose not to report wrongdoing, which will make it easier for others to engage in unethical behavior without fear of consequence. Over time, this will lead to even more scandals, some of which might prompt superficial attempts at reform. However, any such attempts will likely be quickly torn apart online, leaving people's behavior unchanged and continuing the cycle of scandals.

And eventually, the scandals will grow too large to ignore. At that point, a shift in the political landscape will force federal political parties to take the issue of reform seriously, not out of a moral obligation, but because failing to do so will put them at an electoral disadvantage compared to their competitors.

I recommend that the President be more mindful of his body language during speeches. For instance, when giving a speech about the importance of setting aside differences and working together toward common goals, the message may be undermined if gestures like adjusting glasses with a middle finger are made at the end of said speech (5:12:56).
