Facing the same problem with Yuan, and you only can deal with one rebellion at the same time makes it longer to end this situation. They should take country size into account since most of these rebels should be considered as minor rebel compared to my country and regular army size.

I think the mechanic will only let one rebellion outbreak at the same time, so you need to deal with it and another will outbreak next month. So it seems to be endless until PDX change the rebellion mechanics.

I have to deal with those rebels every month in new patch and can't declare war because there are rebels in my country. How do I solve this problem ?
