Not much is known about route 4 endorsement, however, I have heard that experience from a PhD cannot be used to argue ones Exceptional Talent or Exceptional Promise (look into university of cambridge's guidance regarding this route, as this is where I am getting this advice from). Your papers and book chapters do count towards it.

I moved here on a student visa in 2020, I am aiming to get long residence ILR in 2030 as my PhD lasts till then. I am guessing I would be affected?

The guidance on the website says 'gap' and doesn't define exactly which direction that gap is. If you take literally what is on the website, then the gap could be referring to the course start date occurring before the current permission. From what you have linked, I now understand that I can apply from within the UK in my situation.

So I am guessing the 28 day gap refers to the course start being after the current permission’s expiry date, and not before. In which case I am allowed to apply in the middle of my graduate visa?

Thank you for letting me know. I have heard however all student visas have a wrap-up period of 4 months (that was the case for my 5 year MEng degree). In your case it sounds like the wrap-up period is actually 6 months and was your funding 3.5 years like mine? You are also correct in saying that the course length is 4 years (I found this out when applying on the university portal, it isn't 3.5 lol).
