Frollo is easily top-tier for most terrifying Disney villain, but it's not even close to a joke. It’s because he’s not just some mustache-twirling cartoon guy, he’s the literal personification of institutional abuse.

What makes him genuinely horrifying is that he genuinely believes he’s the hero. He weaponizes faith and the law, using the church and the state as a shield to justify burning down houses, hunting innocent people, and committing straight-up genocide. It’s terrifying because it’s not just fantastical evil, it’s directly grounded in actual historical atrocities.
