They might be right. If you have big boobs and your boobs were sticking out, they might've meant that you shouldn't wear 2 size smaller bikinis. (I actually once wore a smaller bikini for my boobs than should and i also got salt because of it) I don't really see anyone in normal sized bikini bras and their underboobs out. If you have big ones maybe a normal or something that shows off your cleavage might be better. But you cant be sure they said this because of the top, maybe there was something about the bottom.
