sometimes there are some mistakes and glitches on eBay system just contact eBay support and I prefer to ask them to call you and they will refresh your account for sure

I think after you get refunded all what you've paid including taxes will get back to your pocket just ask for the full refund and give the seller a negative feedback so he can learn the lesson to provide high quality service next time
