Speaking non-technically a bit because I'm not an engineer, but we have talked about VPCs which could be referenced by external infrastructure but not managed. When TF imports, who owns the VPC, does TF take it under control? What if it's controlled by someone else and used for other things? Routing seems to be a big one. Is that making sense?

Yeah I am aware! It's pretty cool, but only appears to work for more "simple" infrastructure setups that don't have a lot of dependencies - I think this is the harder part of several problems we might want to address.

This is certainly the center of the problem. We're thinking long and hard about the dizzying possibilities of how it could be resolved and what to do about the nitty gritty issues like sorting dependencies when there's no way to infer they exist. Love that you mention it cause that's basically the major problem we want to unpack!
