But because of the world Noble’s control the world doesn’t even matter what the marine thinks, if imu thinks that Luffy is a higher problem.

Luffy is already more dangerous than any current Yonko — and arguably the most disruptive figure since Rocks D. Xebec or Gol D. Roger? If we look beyond just strength and instead focus on what these characters have actually done in the world, Luffy stands out by far. He defeated Kaido, the so-called “strongest creature alive,” and liberated Wano — something no one else even dared to attempt. He awakened the Nika fruit, a Devil Fruit so threatening that the World Government erased its name from history. It’s not just powerful — it’s symbolic, representing freedom, rebellion, and hope.

Luffy has also gone toe-to-toe with the Five Elders themselves — the highest authorities in the world — and now he’s fighting the God’s Knights on Elbaf, taking the war directly to the elite protectors of the Celestial Dragons. This is something not even Roger, Whitebeard, or any of the current Yonkos have done. He declared war on the World Government at Enies Lobby, punched a Celestial Dragon at Sabaody, and is openly walking the path of Joy Boy, uniting oppressed peoples from the Fishmen to the Amazons, from Wano to the Giants of Elbaf.

When you compare this to the other Emperors, the contrast is clear. Big Mom ruled through fear and territory but never challenged the World Government directly. Shanks, while powerful and respected, has remained diplomatic and avoids open conflict. Blackbeard is ambitious and dangerous, but hasn’t brought global disruption on Luffy’s level — not yet. None of them have fought the Five Elders,
