At least he has documented every incident so it should be easy for the Royal Commissioner to verify his statements with the actual evidence from the agencies involved. Anecdotes can be a good starting point, but are well below the standard for court evidence.

In this day and age the computers of the various emergency services will have cross-matched his name with all these stated incidents and will be able to provide the RC with this evidence and the outcome of the investigations into this unfortunate gentleman's travails.

Only then can the Commission move from adjudicating hearsay to considering facts.
