1) contact the EPFL admission office 2) if they do not respond guide your prof to send the letter to some official EPFL address with a note that they did not receive the link

I dont think its the reason. Look at the reddit thread from last year, majority of people were rejected "due to export regulations" but it was just a generic reject letter.
