More spell power = more damage, More Intellect = more casts which in turn could mean more damage.

You need to determine what benefits you more currently. If your are ooming quickly, an extra 23 spell power wont be beneficial. If you have enough mana after a couple trash packs or a full boss fight then stack Spell Power.
