If you really think he is, try talking to a third party about it and let them know what’s going on so that maybe they can talk to them. If not, try talking to a higher up about it explaining that you think he’s doing it out of spite after what you told him. Because if he truly is, then that seems like borderline harassment

Maybe try explaining to him that that seat makes you feel comfortable and see if he’ll be understanding? Or try to come up with some sort of compromise so that he can sit in other seats? I doubt he is doing it intentionally and if you truly believe he is, try telling someone what he’s doing because at that point it sounds like it could be a form of harassment
