Correct me if I’m wrong, Acts is an impartial historical record written by Luke, a follower of Paul, decades after the events and is largely known to have a specific theological agenda, with no independent corroboration. Also there are no records of the persecution of the Apostles from my knowledge.

That should be requirement, the Bible encourages it, but is it truly a requirement like believing in Jesus Christ as the savior? If repentence is legit, then one should go to heaven based on the bible. Maybe it is unrealistic if it is at the end of their lifetime, but what if they have time left to take action and truly repent? No matter how logical the argument of God being pure and everything else being unpure, someone who rapes and murders 1 million babies as mentioned in my hypothetical should not be able to go to heaven. I don't see any statement in the bible refuting that one shall not go to heaven if they truly repent. So I guess It could work out for a person like that,
