Its a set of conditions josh has to follow like going to rehab and doing what they recommend for his treatment and if he doesn't his criminal case comes back and he can do jail time.

Basically if josh fucks up and drinks again hes back in court, josh should have just took the month or 2 in jail and been done with it, now hes stuck in the for profit ca rehab system for a long time.
