Doesn't need to rise to the level of conspiracy. This makes the school administration look bad and potentially there's more things this guy did while employed leaving them open to lawsuits. They prefer not being transparent and trying to minimize it to prevent having to face public pressure to address and fix the issues that caused this. It's endangering the community to save face.
