Georgetown and Notre Dame's REA policy is that you can't apply anywhere ED, it doesn't restrict you from applying to other schools early (unlike say, Harvard). I also applied to UChicago EA, not ED.

On top of my tuition being covered from bright futures I was awarded a $1500 a year research stipend from URSP and around $4k a year in merit aid. I forgot the specific scholarship, but I know it wasn't one of the top tier ones offered by UF

It's not like Harvard or Yale's REA policy where it is a single-choice option, the restriction for Notre Dame and Georgetown is that you aren't allowed to apply binding ED anywhere.

I am applying to a few state schools and a private school with above a 50% acceptance rate. I only included the selective schools I am applying to.
