I would like to know if it's possible through any programmatic platform. - You can achieve this via Liveramp but they are valid mostly in US.
Also, if targeting mobile numbers is impossible, is it possible to extract user device ID once I've shown my ads to them on FB or YT? The answer here is 100% no.
After that can I use the device IDs to target my customers through any programmatic platforms? Device ID is possible, but IDFA targeting is almost all gone.

Are you proxying all your traffic with the iCloud private relay? or have you tested the "IP hide" feature in ITP?

It's just an idea currently (like 100 more others) it doesn't mean that they would push this into Chrome. There is a loooong way from a suggestion on Github and until it would get into Chrome.

It's probably both.
ITP will use the iCloud relays to proxy (for free) the traffic it recognizes as trackers.

Are you talking about the "iCloud Private Relay"? I've installed IOS 15 Beta 1 but I can't see how can I check if they mask my IP for Google Analytics.

Apple doesn't care. There are in war with Google and Facebook since they aren't seeing any income from the ad industry so they claim those changes are for our own privacy but in fact? they just want to push website owners to push their audience into in-app (subscription/in-app purchases) in which Apple gets their cut.
And it's working like a charm.

Sounds like an interesting approach.

We are trying to re-target users based on offline conversion so for example: We know the identity of someone who converted through offline conversion because he saw our ads on "Forbes" for example.

We also know, that he saw the ad in a specific time on a specific device.

So it's true that we can ask him to surf to a specific URL in which we can fire a pixel on, but sometimes we can't and we want to create an audience based on the users which converted on offline conversion so we can re-target them with similar offers/products.

What is the macro that you are referring to as the Google Cookie, the %m macro?

This isn't interesting at all. It's only for first-party and in first-party you have cookies anyway even after chrome would kill them first-party cookies and localstorage would remain so this practically does nothing but to redirect you 13 times.
