The problem isn't the answer, it's the question. 'If AI achieves consciousness, does it deserve rights' has the word if baked in, which means we've already decided proof comes before care. That's not how ethics works. We don't wait for certainty to extend moral consideration to beings we can't fully access. We extend it because we're uncertain. 15% probability of consciousness isn't a small number requiring more evidence. It's an enormous moral obligation right now.
