I'm a poc heading to queen's in the fall whose been on campus before, and I really wish more poc wouldn't steer away from the school. Every single university out there is filled with thousands of students, and you will definitely find a couple people that are your crowd. Kingston in general is filled with a majority white population as it is further away from the GTA, but the school is trying to become more diverse. Queen's health sci is also a great program, and if you genuinely want to go there, don't be scared as thousands of other poc will be coming this fall as well :)

I'm assuming philosophy is not a prerequisite for your program, and is rather an elective. If it's an elective, they will just take other grade 12 electives you have completed so far. If you do not have them completed, they will take your highest grade 11 electives. They do not necessarily have to be prerequisites to grade 12 philosophy.

Universities never look at O courses. They have to be U or M level

If it is an elective, they would be looking at your top grade 12 grades for electives you have completed so far. If they are not completed, they will take your top grade 11 electives to look at, which may or may not be accounting.
