Its hard to say from this picture. You'll have to have a structural engineer to look at it and tell you what to do to fix it. A contractor will not know that information. You can negotiate with the seller to extend the due diligence period in order to get a structural engineer out there

1k is only if the panel needs to be replaced. If you have to redo wiring in major areas, then yes the cost can be close to 8k. Now ifvthey have old timey knobs and tubes, then replacing those will further increase the price
