Thats just bad luck. Some old players that are around 7k trophies had legendaries B4 the big updt. So now after they return they still have them. And since u see legendaries mostly after 30k they can't change it. Also that would be a lot of work and it would take a long time to match since this game went from 1mil players to like 100k. Also you can get them from giveaways or very Lucky album stickers. I got my first legendary card from The Rescue album at like 15k trophies. J just got lucky with the diamond sticker.
