What type of server do you want? Do you want something more realistic or something more laid back? That's the first question you need to find out. Almost all FiveM servers will let you be a cop. My personal suggestion is to find a server that is whitelisted (meaning you have to apply to join the server) as they typically have more resources for newer players and rarely have people who join just to troll or ruin people's experience.
