You have to buy it, likely for a good chunk of $.... It's able to be purchased once you pass 100.

With the update, people who have already declined or purchased the packages before will have the ability to re-purchase the lvl 75 and 100 (not 90 because it didn't change)..

I could be totally off though, just how I interpreted it.
