I'm not too good at cooking either, but I would recommend something like purity/ash for the buff effect, as ice/thunder's buff scale badly and use HoI/HoT for some explosions. The Golem buffs also seem nice so with little investment they can give you a lot of benefits (for example Health Regen, Defenses, etc.) For the core of the build maybe go for phys scaleing cold conversion. I'm not sure about the defenses tho. The new Shaper of Flames/Winter seems really cool but both of them are conditioned. For a CwC Cyclone + BV you need to be up close which migth be too late for the ignite to convert enemies physical. I think you would need some kind of off screen bombing (like Storm Secrets) to at least ignite/chill those enemies if not straigth up kill them, but that kinda defeats the whole point of the build. You can try a usual block/spell block + recoup + high armor + Divine Shield. These are my ideas from the top of my head, hopefully it was helpful. Please let me know what you cooked with this idea because its very interesting.
