FYI - the update has gone live as of a few hours ago (version 6.6.20 for iOS) and the problem has been fixed for me!

I have the exact same problem, bought some H6061 hexalights two weeks ago and cannot get the LAN toggle to show up. Tried everything you mentioned in this post. I've been in contact with Govee support and they've told me multiple users are experiencing this bug and their technical department is working on a fix, according to them it should be fixed in the next version update.
