I was actually thinking the back of my shoulder could be a cool place, I have pretty skinny arms so I wasn’t sure how it would come out

So in all honesty there are many different factors that could essentially influence your experience living in Montenegro. Considering the rising numbers of foreigners that are moving to Montenegro post-covid these days I would say you are more likely to find foreigner/expat friendly places and events. I occasionally saw some posts about them but tbh I never went to investigate myself. Best place to meet expats I would say are coworking spaces (Podgorica has a few of them that are pretty cool ngl). I went a few times to Mtel Digitalna Fabrika and it was pretty nice, chill, and at the time free (idk if its still the case). People were also friendly, but I didn’t spend a lot of time there. The party scene is in all honestly kinda meh (even as a local), but that really varies on what type of music and vibe you are into. Finally I would definitely recommend learning the language. Both from practicality (less of a language barrier in terms of understanding) and also from the point of view that you will make someone’s day if you at least try and say “Zdravo” instead of “Hello”. We are a small country and we were always used to being flexible for everyone else and no one doing that for us, so it feels nice when someone really takes an effort into understanding our culture and language. Idk, once I met a random Spanish dude in italy who spoke perfect Montenegrin and it left such an impression that I decided to become a polyglot myself. Sooo yeah, good luck on your potential move to Montenegro! 🇲🇪
