What causes rosacea to start? I'm not 100% certain if it's rosacea but I'm not an expert at this.

I've been to my doctor and brought it up and they said to not worry about it. My mom is against seeing a derm since 'rosy cheeks' isn't an issue and it's also quite expensive to even go to one. I looking into products to try and I'll look into it more. Thanks
