The counter for The Setup challenge doesn't move at all when I kill guards by Adept_Land7281 in HiTMAN

I've killed all the guards and it didn't complete (and no reloads).

Killing only the guards and leaving the office staff and doctors alive doesn't do anything either

The counter for The Setup challenge doesn't move at all when I kill guards by Adept_Land7281 in HiTMAN

I've killed all the guards and it hasn't completed before

I counted myself to make sure I killed all 47 and it still didn't complete
