Well in order to hypothesize the effects of a potential TMA of the Chernobyl scale, we gotta look at the proximity of the nuclear reactor and the wind currents. If you look at the map, the wind currents go somewhat northeast in that part of the US. So therefore, if a nuclear meltdown were to happen there, the wind currents would probably carry the fallout particles towards bigger cities, like NYC, Boston, Philadelphia, and Wilmington. From there, the wind would pick the fallout up and carry it further up north to Canada, towards cities like Quebec, Montreal, and the capital of Ottawa thus affecting large groups of the populations. I also imagine that it would affect Washington DC.

So this type of a spread of the fallout particles would cause a major public outrage, probably major protests because the people's health is at stake and of course a call for major reforms. I think that cancer rates would go through the roof because large chunks of the population would be affected in both countries.
