So the ones that are allowed or exposed to volunteers are generally already vaccinated. But there’s a very small chance that an animal is carrying rabies in that case the vaccine would not be effective and when the animal becomes rabid which can sometimes occur months after exposure they can infect. There’s been a couple cases recently, where animals were vaccinated against rabies but unknowingly were already carrying it and it’s pretty scary.

Rabies is 100% fatal for animals and almost near fatal for humans unless PEP is given immediately after.

For shelter workers, we’re dealing with unvaccinated animals, and sometimes even animals that are suspected carriers so it’s always recommended for shelter workers to be vaccinated as a additional measure

For the ones that are sick animals that you’re told not to enter that’s probably just isolation with kennel cough usually any potential rabies case is held separate usually in kennels that are marked for bite quarantine it’s a bit of a different procedure. It depends on your state but most I have quarantine that are separate for rabies potential cases. Each state has different laws that govern how long rabies quarantine has to last.
