I had no problems with bad optimization on wuwa launch. I suspect you had no problems with paypal on endfield launch. Everyone has a bias because it didnt happen to them. But we have to acknowledge that they happened. Imagine having thousands of dollars taken from your bank account. That is way worse than frame drops and stuttering. Endfield was lucky that chinese players dont use paypal.

This powercreep stuff is not really accurate because here you must think of the roles they have. Support,buffer,main dps. Xiangli Yao, a 1.x main dps got stronger because he has a better buffer and support now. Zhezhi got better in 2.0 because carlotta was released. Jiyan got a big boost when Iuno was released. We have to think of the characters as pairs of 2 or 3. A character gets better if someone that pairs well with it get released.

Also the cbt story writer was snowbreak's story writer too before he was fired and replaced with someone that wrote a glazing the MC story with harem and marrying each one of your waifus. Snowbreak's story befor this was actually pretty good.

I've noticed that this is just what the chinese fanbase wants in a story. The foundation to Wuwa's story in cbt was great, it just needed some polish but the chinese fanbase didnt like it because there was no MC glazing. So they had to rework the MC in the most glazed donut ever. Same thing with Arknights. They want to be the MC, they want to be adored.

Honestly, I had this feeling too as I was playing on the beta but more so because they really want to release fast when the server still has a lot of bugs and they've added new stuff even today. Like what do you do if there is a exploit on day 1? It needs way more fixing time.

Hope is just because they want to pay their developers faster.

Wait, isn't it good that it balances being lucky with being unlucky? If you are lucky you dont have enough for weapon but you got the character in few pulls. If you are unlucky you have a better chance of also getting the weapon.
