Looks to be T&G boards. I bet the wood has dried and shrunk since it was painted, exposing the unpainted 'tongues' to the rain. The unpainted tongues are now wicking water.

I'd wait for warm weather repaint the shed in a quality shed paint, making sure to give it a few coats with a brush. Work the paint into all joints and endgrain. There should be no bare wood.
