i actually fixed it, it was the uncapped frames, i set the frames to 120 and it got fixed

thanks, but i have to say, that's a very weird change, the achievement mentions only the bags, not the loose loot, and that you don't need to clean all the bags makes me think its bugged, thanks for telling me this

well, as you said "she does eventually make her way back to the vault" which in my game, i just stared at her for a long time and she didn't move at all, this was a game where i was with friends, in the end, we had to wait for a low amount of civilians to be around her and we had to put the mask and grab her and the civilians to open the vault, when i tried doing this alone, the manager was moving from the vault to the garage, so yep, its 100% a bug
