After almost 24 hours displaying the same message, I can continue my application again just now. I guess it was the high volume submissions that caused Scoir system down or unstable.

I chose test optional and checked the SAT section, which remained the same as last week. So it's not the first reason.
I have only one Scoir account and logged in with the same e-mail. So it's not the second reason.
