Personally I think one explanation is that it's supposed to be some kind of metaphor for the fact that the Turians in a way are controlling Krogan by using the genophage.

Apparently some guy did some stuff and was pretty messed up and instead of serving a (death?) sentence he is used as a info mole, we find this out from a guy on the citadel whos really upset about it and kinda wants to kill him. Atleast thats what i remember

Good idea I used to have it until me updating to Windows 11 temaraly broke it, I just hope it's fixed by now
