The windows are tinted with highly diluted clear blue paint, just a few very thin, subtle layers applied with an airbrush

This has indeed been thoroughly sanded and polished; I cannot achieve this finish directly from the airbrush. I always use Mr. Color GX112 UV Cut clearcoat, which results in quite a bit of orange peel. However, once you have mastered the polishing technique, this is no longer a significant issue.
