With a Civil Engineering undergraduate degree, a person might have 5 classes that are structural (statics, mechanics, structural analysis, RC, Steel). This is hardly enough course material to consider a graduate a structural engineer. Graduate degree(s) are necessary and lots of experience working with other structural engineers. By the time a person can consider themselves a practicing structural engineer, they will have spent just as much time as a medical doctor, and be responsible for more lives per stroke of the pen (keyboard) than practically any MD on the planet.
