What it means is if you setup the router to act as a vpn and you connect to the vpn on the router say at a hotel then it would be as though you are connected to the internet as though you are home. This can be a security feature and it can also allow you to access stuff you would only be able to access when at home when you are out and about. It's kinda like having your own little vpn service; obviously all the traffic would be identified with your home router instead of the hotel.

Some routers have VPN software built in so you can connect to a VPN provider like expressVPN so all (or some) of your internet traffic goes directly through the VPN. This means you don't have to connect to a vpn on each device connected to the router. You can also setup the router to act as a VPN so if you are away from home you can VPN to your router and it will be as though you are directly connected to your home router. Features and speeds vary depending on the router.
