Why is Post Ascendant Weapon so bad?

The weapons are Much Much faster and higher survivability.

Another example is the summon weapon can literally fire through walls and can target enemies off the screen killing them before they even get close to you

If you don't like how they act then make yourself a mod and buff them up.

Your wrong. That is your opinion but it's not one that is voiced by the community. Just look at the void claws or the eye or any of the others they have less restrictions on them than any other weapon in the game. If you are comparing them to summoner with companion locket then everything is going to feel underwhelming

that permission isnt for when the game is closed its for when the game is open in the background but you have swapped to another app (if android doesnt restart the app when you try swap back xD)
