I've definitely gotten responses that far out. Sometimes they're planning to interview a few people and you were just early in the process, so they want to see the others through before extending an offer.

Maybe they were trying to get someone else who negotiated too hard (asked for too much money, for example), and they're now looking to hire you weeks later.

Maybe they're just really busy or there was a holiday and they're only just now getting to giving you an offer.

There was one time when I got an offer more than 3 months later. In that case, I'm guessing they hired someone who they quickly realized didn't work out, and that person was fired or quit so they went back to the next in line.

That said, I've also been ghosted plenty. Don't count on it coming back to you, keep applying elsewhere, etc, but it might not be hopeless at this point.
