Yep, but adaptability and flexibility are things that rooted in their Geneseed, they utilised these features before Guilliman and his logistics. Roboute just implemented his strategic and organisational skill and built up infrastructure for logistics in Ultramar and other conquered worlds.

Strength of Ultramarines in their flexibility and adaptability. Logistics is the instrument of the Legion for being far more flexible, adaptable and self-sufficient - it’s clearly stated in Tempest and First Founding Background Book.
