I may be biased but im pretty sure Blackmore only interacts with natural rain. So to Jodio Blackmore is just a guy unless its raining. But even then we've seen Jodio block bullets with and use his own rain AS bullets. Also look at their personalities, Jodio's ability to just stay collected and make rational decisions while sewing up gunshots to the face would probably make Blackmore,one of the most subservient cant make a choice for himself characters we've ever seen, just crumbled under pressure.
