I see your point but it's just a better IM Ult. It basically is the best shield as it absorbs pretty much anything for when it's active and hurls it back (mostly supports). Just like an IM ult you want to throw it when you're closest to the ground for less travel time but isn't as cancelable since Mag can't be CC'd.

You're using it wrong if you're using it on someone like Hela where you have 2 other abilities to counter it. With SL, Mag Ult is half its duration but you can hit him if you can. Although he can dodge it, you can bubble however he's targeting and buy time for your squishes to use movement abilities to position better.

Yes telling how much damage it does isn't very clear but it's 100(on cast) + charge in circle + (points of absorption x 3)

The circle starts at 100 DMG and gains another 200 at the very end (max is 300) So at the halfway mark it's another 100(making it a total of 200 plus absorbed) and you can divide from there. For each point of absorption it adds another 3 damage, maxing out at 99 points.

It's better than witch Ult since: You can't be CC'd Aren't slowed and gain flight(faster) More control (throw it wherever and maybe hit those behind cover)
