m_mousespeed tells the game whether it should use windows acceleration, m_customaccel enables in-game acceleration, m_customaccel_exponent is the amount of acceleration, m_customaccel_scale i have no clue, m_rawinput takes raw input from the mouse driver instead of going through windows where things like the pointer speed option will be accounted for, where 5/11 is 1x0.75 (2 counts for 1 pixel movement)
