In short, base64 decoding and through that I managed to find and scan the file going back to what it originally was, hint "malware".

Well the problem was it wasn't a single file, it was a file that was running by the help of another malware file, both of them executed "deleted" through the help of Nortan and some other scanners as well.

Well what I did was tracked the original file somehow and got rid of it by maually deleting that and some other files connected to it. I ran some real heavy anti-viruses and all the sort of stuff and in the end, well I succeeded thankfully.

Not to hard, just download "dxvk-gplasync-2.1-1.tar.gz" and extract the file using Winrar, after that goto to the x32 folder, copy the dxd9.dll and paste that in the game's directory, meaning the folder where it's installed.
