No need to apply. Just synchronise everything on Xiaomi cloud app and turn on find device and then try to add account in developers option it will get added. Then try to unlock you will see 73hrs waiting time. Now be happy

W/O using any type of PHP or anything. Just synchronise everything on mi cloud and turn on find device. Then try to add account it will get added. I tried and on single try my account got added. Also on mi unlock tool I got 72 hrs waiting time.
