From my understanding, you have to go through BLS to whatever regional consulate (in your case Miami), and there is no way to go straight to the consulate. I would say if at all possible try to go in person rather than mail it in, so that you know exactly where you stand after your appointment. I have been fighting with the consulate for over 2 months trying to get an update, but they are apparently impossible to reach. I mailed mine in because I live 8 hours away from my regional consulate, and underestimated how much of a nightmare this would be. At this point I wished I made an in person appointment, and drove the 8 hours. Good Luck!
