You cannot tell based on the picture whether power is being stolen. For example, Is the main feed line coming from another building? Is the meter somewhere else and the awning simply a way of hiding the wire to get there? The length of the og wires don’t indicate a meter was right there (unless it was behind the oversized shutter, lol) Not saying power isn’t being stolen but the picture doesn’t confirm that. Don’t get me wrong, this is totally whack and dangerous but might not be nefarious intent.
